I am directed to express the due regret of His Grace the Duke of Richmond and Gordon (hereinafter referred to as "the Duke") regarding the matter which he has brought to the attention of this office.
The Duke has rented certain property from the Government (Roonny?), and it appears that he feels aggrieved by the proceedings of the Colonial Government.
However, as His Grace is at present without any information from the Governor in respect to the transaction or reaction giving rise to his complaints, he is precluded from expressing any opinion upon it.
In the meantime, your letter will be forwarded to the Governor of Hong Kong with a request that he will furnish information on the subject for His Grace's consideration.
